Exchanging a driving licence

The prerequisite is a valid driver's health certificate — check it at terviseportaal.ee, where your family doctor enters the data electronically. The new licence can be posted home, and after applying and paying, your right to drive in Estonia resumes immediately, even before the physical card arrives.

Check the health certificate
At terviseportaal.ee check whether your certificate is valid. If expired, fill in the health declaration and pass the check-up — without a valid certificate the system blocks the application.
Apply in the e-service
Choose the licence exchange, the delivery method (post or bureau) and pay the fee: standard 23 euros, express 50. No digital signature needed — bank authentication works too.
Track the status and receive the licence
Track progress in the e-service under “Juht”. The right to drive in Estonia resumes right after applying and paying; for driving abroad, wait for the physical card.
