Exchanging a driving licence

The licence is exchanged in the Transpordiamet e-service: the standard state fee is 23 euros, the express fee 50 euros; the bureau charges about 20% more. The prerequisite is a valid driver's health certificate — check it at terviseportaal.ee, where your family doctor enters the data electronically. The new licence can be posted home, and after applying and paying, your right to drive in Estonia resumes immediately, even before the physical card arrives.

Who this applies to

Drivers whose licence is expiring, who lost it, or whose data changed (a name change requires a new licence within 30 days). Driving on an expired licence is prohibited. Third-country licences are valid in Estonia for 12 months from residence registration — exchanged within that window, an application and health certificate suffice; later, theory and driving exams are required.

At terviseportaal.ee check whether your certificate is valid. If expired, fill in the health declaration and pass the check-up — without a valid certificate the system blocks the application.

Apply in the e-service

Choose the licence exchange, the delivery method (post or bureau) and pay the fee: standard 23 euros, express 50. No digital signature needed — bank authentication works too.

Track the status and receive the licence

Track progress in the e-service under “Juht”. The right to drive in Estonia resumes right after applying and paying; for driving abroad, wait for the physical card.
