Passport and ID card
Since 2025 the state fees are: ID card 45 euros at a PPA office or 35 euros in self-service; passport 60 or 50 euros respectively. An express document (ready the next working day) costs 250 euros. Self-service applications work if your fingerprints were given within the last 6 years — otherwise visit an office for biometrics. An adult's ID card is valid 5 years and mandatory from age 15.

If your fingerprints were given within 6 years, apply via iseteenindus.politsei.ee — 10 euros cheaper. Otherwise book a PPA office visit.
Pay the state fee
ID card 35/45 euros, passport 50/60 euros depending on the channel; an express document costs 250 euros. The photo is taken on site or a photo-booth image is used for self-service.
Collect the document
Choose a PPA office for collection; you're notified by e-mail when ready. Bring the old document — it is invalidated.
