Declaring your place of residence

After changing your home, arriving or returning to live in Lithuania, you must declare the new address within one month. You can do it online — via epaslaugos.lt or the Registrų centras self-service — or at the seniūnija. The service is free, and declaring is personal only.

Who this applies to

Lithuanian citizens and foreigners holding a permanent or temporary residence permit. Only Lithuanian citizens can declare via epaslaugos.lt; foreigners with permits use the Registrų centras self-service or the seniūnija. Anyone leaving Lithuania for more than 6 months must declare the departure 7 working days before leaving.

Step by step

Choose the channel

Online: epaslaugos.lt (the service “Gyvenamosios vietos deklaravimas Lietuvoje”) or in the Registrų centras self-service: Gyventojų registras → residence declaration services → “Keičiu gyvenamą vietą”. In person — at the seniūnija for your new address, with a passport or ID card.

Enter the exact address

The address must be exact — street plus house, block or flat number — and match the building's registered address. If you don't own the premises, the owner's (co-owners') consent is required; online it is also confirmed electronically.

Submit the declaration

The data is entered in the Population Register and used by state institutions. In complex cases (several co-owners, several buildings on a plot) the online system may reject the declaration — then go to the seniūnija.

Missing the one-month deadline after moving.
Leaving Lithuania for over 6 months without declaring departure — required 7 working days before leaving.
Entering an imprecise address without the flat number — it must match the building's registered address.

Does declaring cost anything?

No — declaring your residence is free both online and at the seniūnija.

Can a foreigner declare online?

Yes — foreigners holding a Lithuanian residence permit can declare via the Registrų centras self-service; epaslaugos.lt is for Lithuanian citizens only.

Can I declare for someone else?

Residence in Lithuania, or departure from it, can be declared only in person.
