Free training with an NVA voucher
Unemployed persons and job seekers registered with NVA can study free of charge via the voucher method: languages, IT skills, driver programmes and vocational retraining. A stipend of 5 EUR per training day is paid, and regional mobility support of up to 150 EUR monthly is available for transport or rent.

Step by step
Register with NVA and state your wish to study
Obtain unemployed status and tell your NVA agent you want to study. Complete the skills test at testi.ekarjera.lv using Latvija.gov.lv authentication; state-language programmes additionally require a language-level test.
Receive and register the voucher
The voucher is issued in queue order at a branch or electronically via the CV and vacancies portal. An e-voucher must be registered within 10 days: in the portal's “Apmācību grupas” section choose a programme and join a group.
Study and receive the support
During training NVA pays a 5 EUR stipend per training day. If the venue is far from your declared residence, apply for regional mobility support of up to 150 EUR monthly for transport or rent. On completion you receive a certificate or a state-recognised qualification document.
